THE IAM & THE SERVICE CONTRACT ACT.
The IAM represents 600,000 workers across numerous occupations and industries. Nearly 30,000 of those are working under the SCA.
BENEFITS FOR NON-UNION WORKERS: The same wage determination lists, minimum fringe benefits and an area wage determination adjustment. SCA employees will not be compensated above these wage and benefit guidelines without a union.
BENEFITS FOR UNION WORKERS: We negotiate above fringe benefits along with a yearly wage percentage increase for that particular service contract. Collective bargaining therefore has proven to be valuable in improving workplace benefits such as wages, shift premiums, sick and personal time, seniority, health care, and recall rights. If you've been in SCA for a good amount of time, you've probably seen your workplace change hands to new companies. When you have a Union, the new employer cannot cut your wages and benefits in any way for a full year. This gives you and your union plenty of time to get back to the bargaining table and bridge the gap so no one loses.
Organizing Service Contract Act (SCA) workers are a priority for the IAM. SCA is a growing segment of the private workforce with hundreds of thousands of employees who deserve improved pay, benefits, job security and respect. These are needs the IAM can and will deliver. Service contracts employ a wide range of professions and skill sets. The IAM represents air traffic controllers, groundskeepers, computer programmers, aircraft mechanics and truck drivers. We represent the workers who provide logistical support and fueling for the VIP Fleet and Andrews, AFB including Air Force One. Our members work in Federal buildings, veterans hospitals, national forests, FAA facilities and military installations. We represent more SCA employees than any other union in North America.
So, what’s the secret to our success? The Service Contract Act provides that employees must be paid not less than the wages and fringe benefits for their Area Wage Determination (AWD) set by the Department of Labor. But the key is this, Section 4(c) of the SCA allows for the wages, benefits and working conditions to be set by union-bargaining. This means that union-bargained wages and benefits replace the AWD. Furthermore, any would-be employer has to honor the new wage and benefit rates when they bid on the government contract, and, they must abide by the contract if they win the award.
